Staying in Fixed mode should not cause any issues. Simply use he Catalyst GUI
(from desktop context menu) to manually select which GPU to use. Setting BIOS
to Dynamic mode automates the switching.

Possibly, and you would be well served to force the Intel GPU onto a newer
driver. The Catalyst 12-10 installation should have done that. You might try to
reinstall. Or, just do a manual driver update via Device manager and search  in
the AMD Cayalyst folder (where it extracted to when first run). 

Alternatively, the Leshcat project [1] has "modded"--modified--64-bit drivers
specifically for the hybrid mode AMD/Intel GPU combos. These folks poke hard at
these exact issues with HP laptop systems. Looks like the 14.4 UnifL v2.4 [2]
should have good fixed/dynamic support for you on 64-bit Windows 7 SP1.
