Description:
Dropping a file to a toolbar area doesn't open it as if it was opened using the
open dialog.
Steps to Reproduce:
1. Drag & Drop a file to the toolbar area.
Actual Results:
Nothing happens, dropping to a toolbar area is not allowed.
Expected Results:
Opening the file as if it was opened using the "Open" dialog.
Reproducible: Always
User Profile Reset: Yes
