I don't really see this as a duplicate of 46988. Bug 46988 includes a
discussion of how scroll should work and why. One can argue about it being a
bug or an enhancement.
This thread (114835) instead is a real bug: 1) "Smooth scroll" is not working
as intended (ie it does nothing) and 2) the help about it is very unclear.
So I think they belong to separate cases. Even if this thread (114835) is
resolved (ie in the case that "Smooth scroll" actually worked) the bug 46988
would still be unresolved because a decision has to be made about the default
behaviour of the program.
