Locale : fr-FR (fr_FR.UTF-8); Calc: group
1) Set the properties of the CSV file to be opened by LO Vanilla system wide
(apply to all CSV files).
2) Double-click on the CSV file
3) CSV import wizard dialog opens in front with focus.
