Every user can configure the menu easily via Tools > Customize; it's one click
to remove Forms. The introduction of Styles got a lot of positive feedback and
maybe Forms will be your next best friend.
The actual issue is to quickly find a menu item. And there are proposals like
in bug 91874. Many thanks for reporting anyway.
