Problem description:
When opening new csv file, the dialog for selecting column separator opens in
background (bellow other windows). It's very annoying
Steps to reproduce:
1. Double click some csv file in file explorer
2. ....
3. ....
Current behavior:
Import dialog ususally opens bellow file explorer
Expected behavior:
Import dialog should be above file explorer, visible
Platform (if different from the browser):
Browser: Mozilla/5.0 (Windows NT 6.1; WOW64; rv:15.0) Gecko/20100101
Firefox/15.0.1
