when you insert an media file and select the media file you get on bottom the
media toolbar and on top the layout switch from two lines to one.
Select an draw, graphic, ... element the second toolbar on top switch to
arrange, allign, ... this is missing when select media elements.
In writer when you have an media alement selected you have a new toolbare on
top and bottom. the new toolbar on top is missing.
