"steps" is not valid in <draw:gradient>. See the linked URL about valid
attributes of <draw:gradient>.
The attribute draw:gradient-step-count is usable with
<style:drawing-page-properties> and <style:graphic-properties>. If this
attribute is missing, an automatic calculation is used. So there is no need to
invent a new attribute for the <draw:gradient> having an "automatic" as value.

The draw:gradient-step-count is an attribute of the style of the object. You
can have styles using the same gradient but different values for step-count.
