No this is not a bug. The formula is always calculated against the current
cursor position. So if you open the Manage Conditional Format window when the
cursor is in A3 you see both formulas with an A3 if you open it while it is in
A1 you see it with A1. When you entered the formulas you actually told Calc
that the formula is: ISTEXT(current cell) and not ISTEXT(always cell A1). The
cseocnd one would be ISTEXT($A$1). As long as you're using conditional formats
you have to understand that the relative part is always only relative to the
cursor/currently evaluated cell.
