I did not say that the result in cell A1 depends on the cursor position. The shown formula depends on the position. The formula is NOT!! =B1 instead the formula is: [value one cell to the right]. Since conditional formats are not limited to one cell the only sane way to work with them in dialogs is to the show the formula based on the current cursor position. Entering the shown formula in the dialog would result in exactly the same behavior as entering your =A1 when you defined the formula.
