Description:
On MacOS(Mojave), using current master (own build)
1) Start LODev
2) Open a new Writer document
3) Activate Notebook bar
4) Quit LibreOffice via the application file menu
5) The LibreOffice app icon remains in the OSX Dock.
6) Now restart LO by clicking on the icon in the OSX Dock
7) LO starts, but the main application menu has disappeared.
8) Switch context from LO to focus on another app and back again to LO
9) Now the LO application menu reappears.

The main application menu disappears
Expected Results:
The main application menu should not disappear, and additionally, it should
display when LO is started again from the Dock.
Reproducible: Always
User Profile Reset: No
