This happens on my MacMini 2014 with Mojave, but not on my MacbookPro 2015 with
Mojave, where the LO app icon disappears from the Dock on closure.
It seems weird that the behaviour is particular to certain hardware, e.g. only
manifests itself with an external display, but it wouldn't be the first time
that we've had dispplay bugs similar to this on MacOS.
If no one can confirm say, on an iMac, then it seems likely that this might
also be linked to the use of an external display.
