I can not confirm it -- I am using Mac OS X 10.6.8, and there the vertical scrollbr works well under most circumstances, so this problem seems to be related to the Mac OS X version. Can you please check yourself if this is the same issue (I can not tell for sure) as bug 46271 - “UI: Vertical scroll bar cannot be properly dragged under Mac OS X Lion 10.7.3”?
