I have found the solution at

Tools-Options-Language Settings-languages 'User Interface' was set to "English
(USA)"

When I changed it to "English (UK)", exited, restarted, localhelp worked as
expected.

This is very unexpected behaviour.   The instructions on
http://www.libreoffice.org/download are quite plain:
"You need to download and install these files in order:"
There is nothing there, or on any of the pages linked from there, to say that
you need to change the default user interface language to make the help work.

The page has worked out that I wanted "version 3.6.2, English (GB)".  If the
page can be adjusted to say that, it could also be adjusted to add "go to
tools-options...... select English (UK) ...make the help work."

Either that, or the installation of the help package should pick up the problem
and prompt for permission to fix the problem.
