Confirmed for both .doc using procedure and .odt in comment 2.
Followed process in Navigator. Before saving, there is an Image1 and a Frame1
(under Text Frames). After saving and reloading.
a. The image is lost.
b. Frame1 remains (still under Text Frames).
For .docx, the behavior is slightly different. After saving as .docx and
reloading:
a. The image is lost.
b. Frame1 is now listed in Navigator under "Drawing Object" (not Text
Frame)

NB. bug #40540 is with Shapes not Images -- but presumably related. And I
agree with comment 5 that bug #40540, bug #49184 and this bug all look like
variations on the same theme.
