Additional test.
1. Using the test file, anchor the graphic "To Paragraph" (instead of "To
Frame")
2. Save and reload as .doc and .docx, respectively.
3. The image is not lost (in both cases .doc or .docx) (unlike the "anchor to
a frame" case)
4. However, on reloading, the image is now anchored "as character"
5. And as before, for the .docx case (but not the .doc case), the frame
changes from being listed under "Text frames" in Navigator to being listed
under "Drawing objects"
bug #40540 may still be related, but it is not with "anchor to a frame"
