There is *no* some single "all styles" or "used styles" list. There are several
categories of styles; for each category, there is own "all styles" and "used
styles" list. When you open frame styles, you see all (or used) frame styles;
when you open character styles, you see all (or used) character styles, etc. So
in your step 6, you see used paragraph styles, which are only Default paragraph
style, and that is not a bug.
