Did you install Java 64 bits?
Indeed, LO 64 bits needs Java 64 bits (like LO 32 bits needs Java 32 bits).
If yes, could you rename your LO directory profile (see
https://wiki.documentfoundation.org/UserProfile#Windows) and give a new try?
