in Writer's Customize (Keyboard tab), hovering over *every* function in All
commands category, I couldn't find a single function with non-empty Tooltip:
field - even for known-to-have one, like "Table" (defaulting to Ctrl+F12,
having a button on toolbar, with "Insert Table" tooltip).

And the Label: field seems redundant, since that's exactly what is displayed in
the Function list?
