The tooltip was introduced with bug 122637. It is not really informative with
"disabled because chapter numbering and paragraph style don't match"; actually
since the reason why we disable is not perfectly clear to me. Likely because of
the circular dependency.
"Numbering Style" is hopefully a dying tab, see bug 120905 and patch
https://gerrit.libreoffice.org/c/core/+/70765. But of course, the disabled
controls are not really a prototype of good usability.
