Although this may well be intentional, as a narrow category may not contain any
templates for the selected module, so the default behavior is switching back to
"all categories", to make sure the user can see all the templates and won't
mistakenly think that there are no templates at all for that module.
I agree the current behavior is annoying to advanced users, of course.
