That's expected: the Edit -> Track Changes item is a submenu where you can do
enable/disable change tracking, accept/reject changes etc.
The View -> Track Changes item is a command where you can switch between
showing the tracked additions/deletions of the document (default), and showing
only the result of accepting those changes without actually accepting anything.
Maybe it would be better in the long run to rename the View menu command, as it
is clearly confusing to have two different menu items with the same name.
Just for comparison Word has two CT view modes for this: All Markup is showing
all tracked changes, while Simple Markup shows how the document would look
after accepting all changes.
