Description:
According to the release notes for LO 6.2
(https://wiki.documentfoundation.org/ReleaseNotes/6.2#Base), Firebase embedded
became non-experimental with that release.

But in LO 7.0.0.3, "Firebase Embedded" is not an available option, when
creating a new embedded database. Only "HSQLDB Embedded" is listed. "Firebase
Embedded" becomes available only, if experimental features are turned on.

Steps to Reproduce:
1. Start LibreOffice 7.0.0.3
2. Make sure, experimental features are off
3. File > New > Database
4. In the "Database Wizard", select "Create a new database"

Actual Results:
Dropdown "Embedded database" only offers "HSQLDB Embedded"

Expected Results:
Dropdown "Embedded database" should also offer "Firebird Embedded"
