We shouldn't go general, claiming this should be changed, without seeing LO
option, documentation and other bugs. Looks the same as bug 128282, probably
more.
My take is to change this to Documentation bug, unless this is already
explained. I couldn't find. I'd add the difference in
https://help.libreoffice.org/7.1/en-US/text/swriter/01/05130004.html, where
it's already explained that there are Numbering Style and Unnamed numberings.
