Please follow these steps:
1. Right click on the table toolbar.
2. From the context menu choose Customize Toolbar...
3. Click on "Defaults".
4. Confirm with "Yes", and close the customization dialog.
This will reset the table toolbar to its default configuration, which has a new
"Table Cell Background Color" button. The behavior of the old "Background
Color" button was indeed changed to apply paragraph color instead of cell
color, but since then it was removed from the table toolbar in favor of the new
button.
