NAB as intended with bug 105837 [1]
While typing immediate <Ctrl>+Z will revert the replacement if keyboard
apostrophe (U+0027) is needed for number formatting.
Otherwise set your default usage. Adjust from defaults as preferred.
Tools -> AutoCorrect -> AutoCorrect Options
and from the 'Localized Options' tab adjust the Single Quotes and Double Quotes
replacements.
