Upon reflection, it's quite likely that one of the developers creates the
formats as part of their own testing regime and then releases them into the
wild as opposed to expunging them when the test is proven.
I have noticed anomalies of a similar nature in formats other than numerical.
Perhaps a formality to establish the "standard" release formats for a given
environment would alleviate the "problem".
