This boils down to the frames addition/deletion not being change tracked, like
all non-text objects (such as image: bug #59463 table: bug #60382 and the
kitchen sink: bug #33082 ).
- Enable CT
- Go to Insert - Frame - Choose any of the 3 options and insert a frame
- Notice that no new CT entry is created in the Manage Changes dialog
- Select the frame and press Delete
- No new CT entry either
