According to Writer Guide 6.4 (published July 2020):

"LibreOffice uses the terms “numbering style” and “list style” inconsistently,
but they are the same thing. For example, the tooltip in the Styles deck says
List Styles, but its style dialog says Numbering Style." (p. 213)

I. General issues/reasons:  

1. Shouldn't UI be changed so that Writer Guide does not have to include such a
note?

2. I believe "List Styles" was introduced to try to avoid confusion with
Numbering -- but such confusion continues (bug 135895).

3. The documentation also has "Numbering styles" mentioned in many places.

4.  If there was a (reasonably) consistent UI that refers to "List Styles",
then the documentation could follow along.  (where in BZ, I sometimes see "RTM"
or read documentation)

5. Maybe there is a slight ambiguity with "Numbered List" (F12, toolbar icon,
Format > Lists > Numbered List).  Let "Numbered List"  remain, which should
also help to distinguish it from "List Styles"  (and should make it easier to
avoid the confusion that appeared in bug 135895 -- and probably elsewhere)

a. Would be called "Numbering and List Styles"
b. already have "To Apply Numbering Manually" 
c. the "To Apply Numbering With a Paragraph Style" could be changed to refer
only to "list style", which should mark it off as different from something
created manually as "numbered list"

6. Bullets and Numbering" toolbar keeps that name.

7. Draw/Impress have their own bullets/numbering dialog - the query here is for
"Writer" only.


II. Possible changes.

a. "Numbering" tab --> "Lists" in Bullets and Numbering dialog  (
sw/uiconfig/swriter/ui/bulletsandnumbering.ui )

b. title of "Numbering Style" dialog box --> "List Style"

c.  "Numbering style" tab  --> "List style"  in  "Numbering Style" dialog box 

d. "Outline & Numbering" --> "Outline & List"  for tab name in
Paragraph/Paragraph Style dialog

e.  "Numbering" -> "List"  (as section name) on that tab

f.  "Numbering style" -->  "List style"  in "Numbering" section
( sw/uiconfig/swriter/ui/numparapage.ui )

g. Other dialogs using "Numbering Style"  (have not tried to see where)
sw/uiconfig/swriter/ui/templatedialog16.ui
sw/uiconfig/swriter/ui/templatedialog2.ui 
cui/uiconfig/ui/numberingoptionspage.ui

h. Menu: 
 Format > "Bullets and Numbering"  -->  Format > "Bullets and Lists"
