Description:
If you expand a range which has conditional formatting (CF), then undo the
action, the CF definition will be fragmented.
Steps to Reproduce:
1. Create data in A1:C3
2. Create a conditional formatting (CF) rule on that data
3. Select A3:C3
4. Using the black box in the lower-right of C3, stretch to copy data and
include row 4. This properly expands the CF to include row 4.
5. Undo
Actual Results:
There are now two CF definitions, one for rows 1:2 and another for row 3
Expected Results:
The state should be identical to that before the expansion, with one CF
definition encompassing rows 1:3
