Description:
A way stop animating gifs on a slide from animating in EDIT mode

Steps to Reproduce:
1. Open the attached file
2. Animating GIF stops after few seconds
3. Move the sheet 2, and back -> starts animating again

Closely connected to bug 143201 (requesting a way to identify animating gif
stuff)

Actual Results:
Well animating stuff is nice to have in the presentation as such. But well I
also assume that's this can be rather annoying while building a slides. 
(aside from perf issues.. dragging rendering stuff around)



Expected Results:
So an global option to toggle on/off gif animations? 
Maybe with the exception that new inserted gifs animate once?

Not sure if there is demand.. only a thought passing by..
