I had downloaded it from the offical LibreOffice website, which is linked from
the "About LibreOffice" dialogue.  It was the normal release, not the portable
one.  I tried to change the UI language for a bug testing.
But thank you very much for your advice.  I installed it like you have
described and now it works.
I would say that this issue is theoretical an enhancement and bug:  
An enhancement would be to have an option in the Tools dialogue to install
additional languages.  
A "bug" is for me, that it is not explained in the help how to install
additional languages.  Your solution should be mentioned in the help, because
in the past you could change the language to English and this was now changed
from one release to the other.  I do not know, who can change the LO help, so
that users know how to install further languages and then this issue would be
only an enhancement.
