I tested using LibreOffice 4.0 and 4.1.0.0+alpha on Windows 8. I created a new 8 page text document, and used Insert -> Manual Break to insert a page break between a few paragraphs. I scrolled up and down, using the mouse and scroll bar. Do the documents you have issues with contain any graphics, tables, or other elements? Are they much longer than 8 pages?
