Mine (#112439) does not need a graphic to be inserted to trigger the behavior,
but, it does need the bullet itself set to be a graphic. In both bugs, mine and
this one, the in-between space is formatted just like the first character of
the bulleted item.

For quick reference, I am quoting the steps to reproduce mine here:

1. Create a new Writer document
2. Right-click > Bullets and Numbering...
3. Go to the Customize tab.
4. Set Number: Graphics.
5. Set Graphics: Select... > Gallery > Choose whatever image; I chose blkpearl.
6. OK (dialog should close).
7. Type HELLO WORLD.
8. Select HELLO WORLD, Right-click > Character...
9. Go to the Font Effects tab.
10. Set Underlining: Single but keep "Individual words" unchecked.

It will underline the space between the bullet and the first character, when it
shouldn't.
