This is still the case, and also for Chinese fonts.

Steps to Reproduce:
1. Create a new ODT file in Simplified Chinese operating system language, where
you have installed the font named "Source Han Sans CN".
2. Type some text, select the text, click the font dropdown, you find the
localized font named "思源黑体 CN" (= "Source Han Sans CN")
3. Save and send the file to someone else who has the same font installed but
may use an English language operating system. Now the font box shows italic,
indicating that the font "思源黑体 CN" is missing. It is substituted to some other
fonts, not the equivalent "Source Han Sans CN".

4. Create an ODT file in English system language, apply font "Source Han Sans
CN".
Now if you open this file in Chinese system language, then the font box
indicates that the font "Source Han Sans CN" is missing. It is substituted to
some other font, not the equivalent (localized) "思源黑体 CN".
