IMHO main installer should only propose to launch installation (when found),
offer to download it (while online) or just explain that only online help will
be available when not installed (when enabled). I don't want to cancel Helppack
installation every time installer detects it. Also please remember about
intranet only or environments using restricted internet proxy.

Once its launch is accepted by user it should just check if other packs are
available. If yes - then user could be allowed to select language packs he
wants to install. If no - continue installation and offer to download other
packs.
I can't imagine that when I have all LibreOffice release install files in a
directory then all is automatically installed just because it was detected.
