The current Helppack installation proceeding needs too much user intelligence:
- Know that help pack is required
- find the helppack
- install it
The installation.msi for LibO should check whether there is a helppack (for the
same version) in the same folder and automatically launch installation of that
Helppack when Installation of Main software is done.
May be if no help pack (for the same version) is in the same folder there
should be a warning

Any heplpack.msi should check for more uninstalled localized help packages and
install them.
