In theory, it should work in LibreOffice, too; but if you want specifically to
make the images insert anchored "as character" by default, there is a new way
since version 7.1 [1] to set default anchor for newly added images per Tools ▸
Options ▸ LibreOffice Writer ▸ Formatting Aids; and since version 7.2 [2],
frame styles include the anchor properties directly, which makes the workaround
from the OOo forum redundant (in case when you want to use template approach,
and not the setting mentioned above): just open the Image frame style, and
select the needed anchor there, without insertion a temporary object.
