Description:
Track changes: Deleting top table row with track changes record ON and show OFF
moves cursor up (outside table)

Steps to Reproduce:
1. Open Writer
2. Hit Enter three times (3 empty paragraphs)
3. Insert a 2x2 table (so with 2 empty paragraph before)
4. Hit delete table row -> Cursor moves to next row below (expected)
5. Undo the delete row
6. Edit -> track changes -> Record ON; Show off
7. Delete the top table row.. cursor moves above the table (wrong)
8. Undo
9. Edit -> Track changes -> Show ON
10. Delete the top table row (cursor sticks inside row; expected moving down;
see point 4

Note: the missing top border line is reported separately 

Actual Results:
Cursor doesn't move as expected with track changes ON inside a table

Expected Results:
The workflow without track changes ON
