Noto Sans - on my system - indeed does not have Arabic nor Hebrew glyphs -
check it on your system using "Insert | Special Character..." and you'll see.
There are separate fonts named "Noto Sans Hebrew", "Noto Sans Arabic" etc.

Just look at that page, you'll see that separate languages get a separate font,
e.g. Noto Kufi Arabic.
