I checked with version 4.1.0.0.alpha+ (master), code updated last week:
The current behaviour is the expected behaviour, i.e. option shift cells down
is enabled when the destination is either a complete row or the first cell of
the row (any cell in column A).
I do not know how you reproduced the problem with version 4.1.0.0.alpha+ Master
om March 17, 2013. This problem was fixed (see bug 56098) in February 2013 and
will be in version 4.1.
If you want it to be in version 4.0, you can ask for a review to do this on the
developers list. I could also ask this, if you want me to.
