I can confirm the issue, I've noticed it, too.

Try to remove the quarantine bit of the App, which is added by the system after
downloading it with

xattr -dr com.apple.quarantine LibreOfficeDev.app

and try again. After removing it, the App should open as expected.
I have no idea, why this suddenly is broken.
