When we right-click somewhere the line numbering area, we get the same context
menu as if we had right-clicked the paragraph with the line being counted, with
entries like "Character", "Paragraph", "List" - which apply to the paragraph,
not the LN region.
Instead, the context menu should mostly have an entry for opening the Line
Numbering dialog (accessible via Tools | Line Numbering... on the menu). This
would, in particular, allow the user to more easily get to where they can
change the LN character style than in the current state of affairs.
