I have a vague memory of getting weirdness after logging out of the default Fedora gnome desktop and trying various other ones like KDE and Mate etc that eventually something got set into some unusual state. Perhaps, if its available, launch gnome-tweaks and report what Appearance, Legacy Applications (in my version of gnome-tweaks-42~beta that's what its called, that might vary) reports.
