I would go with the second option, as I don't see much use in the current functionality of stretching the image so it fits a fraction (or multiple) of the container's dimensions. I see more of a use in scaling down the size of the original bitmap, keeping the aspect ratio (e.g. 50% × 50%), to then tile with more density.
