This "hypothesis" (together with a recent master build) seems to account for the appearance of the format labels, when changing UI language and document language of the field. Comment 1 explains/confirms these observations. Converting this ticket to "Documentation" -- with the suggestion for the following (approximate) addition in the "Format" section in [1]. the Format label for General reflects the locale applied to the field, independent of the UI language.
