To me, it's not about the users confusing it inside the interface, but more
about making it easier to discuss the feature in our community without creating
confusion (search in Bugzilla, discussion in various channels...), saving us
some frustration in the future.
May I suggest "Annotate" instead? It's more descriptive, and "Label" is not
available.
