Description:
If i change Locale in USA then when i open a file with different Locale, every
value is wrong because the decimal seperators, thousands separators and date
formats are different!

Maybe a good idea is to save the locale in the file and retrieve it from there
when loading the file.



Steps to Reproduce:
1.Change program Locale from Options/Languages/Locale
2.Try to open a file with different locale data 
3.

Actual Results:
DD/MM/YY turns in to MM/DD/YY 
A value 100.252,13 turns to 100 if decimals not defined.


Expected Results:
Dates with DD/MM/YY must be DD/MM/YY
A value 100.252,13 must be  to 100,252.13
