This is on purpose. The default number formats are locale-agnostic and follow
the locale the document is loaded in. If you want values to be displayed always
in a specific locale then you need to assign a specific locale's number format.

However, this

would not happen, so I'm assuming you are not talking about saving in ODF .ods
file format but some CSV or other plain text format instead, for which when
importing you may have to specify a different locale.

Please provide more information what exactly you are doing, what file format
you are using, including what locales you are working in and the LibreOffice
version; copy-paste the information from Help->About.
