Scrolling is indeed very laggy and not smooth at all. Scrolling attached sample
writer document e.g. jumps form page 6 to page 1. This is two finger scrolling
using internal and external touchpad.

Grabbing the scrollbar handle also does not allow smooth scrolling. It
similarly jumps around the document when being dragged up or down.

new, hardware all since I reproduced on intel mac (op report was for arm).
Adjusted title, reported on macOS 12, persisting with macOS 13.
